This is the correct tablature! The timing can be heard when you listen to the song. It's
pretty simple strum pattern once you get it down, thumb-picking the bass notes and
with the fingers.  On the left hand(for rightties), the 1st and 2nd fingers do all the
while the 3rd and 4th are stationary for the whole song.
Tuning is standard.
